Before the reprinting of snow lands in modern horizons and khaldheim it was common for people to just consider all basics snow type. as there is no disadvantage to running them and not everyone had enough copies.
Man, the snow lands to get a extremely small edge is being a thing since 2004 at least, I remember playing heartbeat combo deck in GP Bilbao 2004 and my mana base was 6 white border basic collection forest, 6 snow covered forest, 5 white border basic collection Islands, and 5 snow covered islands, for two reasons.
Reason one, in some weird corner case scenarios I would want to play Gift's ungiven to fetch 4 lands out of my deck in between Mind's Desire resolutions to raise the odds to get something good out of them, so I needed all four types of lands to be able to do that.
Reason two, sometimes that deck just played "land go" for the first 2 o 3 turns, and cast your first spell in the EOT of your opponent third turn, and the basic white border lands and the fact that you didn't play anything in the first 2 o 3 turns was enough to make some opponent belive that you are a new player with a basic pre-made deck and they tap up instead of be patiend holding counter magic or whathever (this of course only worked the first 1-3 rounds of the tournament, there is now way to be 6-0 in a GP with a pre-made deck) but it was worth enough, to win 1 o 2 games more easily at the beggining.
But to be honest I never ever cared about the art of the cards when I played, I usually just put in the first X basic land I found a be done, so if they need to be snow covered or not, I can't care less for the art, I would put them and move on.
I play with Snow Lands just because I think they look cool, lol.

an easy fix to this would be to cap the number of snow lands per deck

Destroy all Snow non-land permanents. Then but a Defrost counter on all Snow lands. All lands with Defrost counters on them lose the Snow super type.

So, this seems like an extremely easy fix outside of snow hate; just print non-snow required cards. Cards that count non-snow permanents. Cards that have secondary effects if you don't control snow permanents. Make them alternative strategies and it's not nearly as toxic.
Aww diddums. Just play with snow lands if you're that worried about edging. Who cares about pretty cards when you have the option of Ice Age cards.
Such an stupid argument. Modern and Legacy or such formats are about competitive and ranked kind of metagames meaning you will obviously need to play the most efficient tools or strategies. Your claim is like saying I'm angry about not being able to play my favourite burn spell "lightning strike" because there is a more efficient version of the card in "lightning bolt". If you want to play "your favourite cards" without being punished for the lack of effectiveness and power then you should stick to casual formats such as commander of tabletop magic.

There are indeed so many ways to do that! I'm thinking that they actually want to encourage that meta, as you also seem to.
A red sorcery that makes snow land lose their snow type and be untappable for one turn would make for a brought turn. Could be called Global warming, as another commenter proposed.
A blue instant, something called Blizzard, could deal damage to an opponent equal to the amount of snow lands they control.
A red creature could have "when that creature attacks, destroy target snow land".
A black enchantment could make snow lands inflict damage when they are tapped for mana, thus making these lands keep their combo ability while losing on their manasource capacity.
A white enchantment could play with snow storm visibility, and give vigilance and/or first strike to all its controller's creatures during its combat phase as long as one or more of these creatures attack an opponent controls one or more snow lands.
Creatures of all colors could be printed with snowwalk.
They could even get more tricky and add some enchantment saying "effects based on the amount of snow permanents you control also include snow permanents you don't control", making playing them a double-edged sword.
Also, if I'm being honest, that snow-covered island does look like a giant putt plug.

See, I play casual commander because that's the only format people play around me (makes me sad because I have a baller modern deck) and I run snow covered swamps for extraplanar lens.
I've been out the game nearly 20 years. I have no idea what the advantage of a snow covered land is. Just now getting back into it for nostalgia. I'll figure this out.

The reason Snow Lands aren't an issue is because their specialized. Adding just one playset of any other specialty land can trip you up on occasion. And two playsets is a direct slow down. Legacy has nothing to fear from the modern snow stuff because all of the specialty lands negate the benefits snow permanents provide.
