Red Alert 2 was an extension of The Tib Universe, it was comical, but still had a serious tone to it. Red Alert 3 is like a Parody of a Parody. All the seriousness within it, drained out, leaving nothing than a depressing clown.
To be honest, RA3 wins against RA2 even when it comes to gameplay. Ore refineries simplified ore collection, which is a good thing, just think about it. Ore collectors always collect ore at the exact same speed and duration, unlike in RA2. Not only that, but it also promotes expanding with your MCV (or prospector) which is always challenging and fun. The unit models are genuinely very well done as well as the voices (except Tanya) and aren't as cartoonish and "weak-looking" as people make it out to be. The economy, which is the biggest criticism from RA2 fans, is also much better… You can collect a decent amount of credits and the units' prices are balanced, along with their powers. The gameplay itself is also balanced, not perfect as allies seem to be a little bit OP in theory and Empire slightly inferior to Soviets and Allies (in my opinion), but generally well done. The third faction is also just really cool, I especially love (spoiler alert) the cutscene where they find out they were never meant to exist. The co-commanders are all great and have character, except Lissette who's just all-talk and arrogant.
Almost everything that RA2 fans complain about in RA3 is honestly just a cheap cop-out, and I say this as a die-hard RA2 fan. 3 is great, not perfect, but honestly it beats RA2 by a mile.

I prefer ra2 bcause it looks more realistic to technology nowadays like tanks etc, meanwhile ra3 looks so fantasy in technology and a bit cringey huh

Even C&C Generals had better visuals than RA3.
RA2 and even the original RA are much more fun to play than RA3 imo, but RA3 has Tim Curry's best moment so can't hate it.
